If you are looking for a plot or a house in Islamabad outside the CDA sectors, three names come up in almost every conversation: Bahria Enclave, Park View City and DHA Islamabad. All three are established brands, all three have families living in them, and all three are sold hard by dealers. They are not the same, though, and the differences that matter most are not the ones in the brochures.
This comparison looks at Bahria Enclave vs Park View City vs DHA Islamabad on the points that decide whether a purchase works out: legal status, location, development, management and resale. It does not quote prices, which change month to month; check a recent price index and at least three dealers before you buy.

Bahria Enclave vs Park View City vs DHA Islamabad: the short answer
- DHA Islamabad has the strongest legal footing, because it is a statutory authority under its own act of parliament, and usually the most liquid resale market. It is also generally the most expensive.
- Park View City is a private scheme with both its layout plan and NOC approved by the CDA. It suits buyers who want a newer, scenic area in Zone IV with an approved status.
- Bahria Enclave offers mature infrastructure in many parts, but its phases have different statuses on the CDA register, so the exact phase you buy in matters more than the brand.
Legal status
Legal status is the first filter, and it is where these three differ most.
DHA Islamabad was set up under the Defence Housing Authority Islamabad Act of 2013. It approves and develops its own phases and does not need a CDA NOC for them. The main legal checks for a DHA buyer are about the individual plot: the allotment, the transfer record and any dues.
Park View City appears on the CDA’s register of private housing schemes as “Park View City Housing Scheme” with both its layout plan and NOC approved. Its approvals were caught up in an Islamabad High Court case and were restored after a Supreme Court decision in October 2022. Buyers should still confirm that their plot lies within the area covered by the approved layout plan.
Bahria Enclave shows a split picture. At the time of writing, the CDA register lists Bahria Enclave-II Agro Farming Scheme and Bahria Enclave-II Phase-II Housing Scheme with NOCs issued, while Bahria Enclave Phase-I Housing Scheme has an approved layout plan but no NOC. Several unrelated schemes near Bahria Enclave appear on the CDA’s list of illegal schemes, including one on Mallah Road. If you buy in Bahria Enclave, check the exact phase and block against the register.

Location and access
Bahria Enclave and Park View City are both in Zone IV, the largely rural belt on the eastern side of the city. Access is mainly through roads that also serve Bani Gala and the Kuri area, which can be busy at peak hours. The views of the Margalla Hills and the greenery are a big part of their appeal. The CDA and DHA joint venture, Margalla Enclave Islamabad, is being developed in the same broad area, with a new link road from Park Road planned.
DHA Islamabad is spread across several phases along the Islamabad Expressway and GT Road corridor, partly in Islamabad and partly in Rawalpindi. Phase II, one of the most established, lies within Islamabad Capital Territory. Access to the Expressway is the main advantage; distance from the northern sectors is the main drawback for people who work there.
If you will live in the house, drive from each site to your workplace at rush hour before deciding. Commutes differ a lot between these three.
Development and amenities
All three have lived-in areas with paved roads, parks, mosques and commercial centres. The difference is in how much of each project is finished.
The older parts of Bahria Enclave are among the most developed private areas in Zone IV, with Bahria’s usual focus on roads, landscaping and security. Newer parts are less complete.
Park View City is younger. Its earlier blocks have homes and residents, while later blocks are still being developed. Expect a mix of finished streets and construction for some years.
DHA Islamabad varies most by phase. Mature phases are fully settled with schools, clinics and markets, while newer ones are still filling up. Some DHA projects in the region have faced long delays in the past, so look at the specific phase rather than the DHA name.
Management and running costs
Living in a society means paying for its upkeep, and maintenance charges, rules on construction and the quality of services differ.
- DHA Islamabad is run by a statutory authority with formal bylaws for construction, transfers and maintenance. Processes are bureaucratic but predictable.
- Bahria Enclave is run by Bahria Town’s private management, known for strong security and maintenance but also for charges set by the developer.
- Park View City is managed by the Vision Group, the developer. Services are newer and still expanding.
Ask each society for its current maintenance charges, construction approval process and fees for transfer, and compare them over ten years, not one.
Resale and liquidity
How easily you can sell matters as much as the price you pay. DHA files and plots generally have the deepest resale market in the twin cities, which makes them easier to sell quickly. Bahria’s brand also has a large resale market, but prices in individual phases can move differently. Park View City’s resale market is newer and depends more on how quickly its later blocks develop.
Remember that taxes on buying and selling come off any profit. In 2026-27 a filer pays 1.25% advance tax when buying and 2.75% when selling, while non-filers pay several times more. See our guide to property tax in Islamabad.
Bahria Enclave vs Park View City: which one suits you
- You want the safest title and easy resale: DHA Islamabad, choosing a settled phase.
- You want a scenic Zone IV location with an approved private scheme: Park View City, after checking that your plot is inside the approved layout.
- You want mature infrastructure in Zone IV: Bahria Enclave, in a phase with an issued NOC.
- You put legal security first and can wait for development: consider Margalla Enclave or a CDA sector alongside these three.
Mistakes buyers make with big brand names
Well-known names make people relax, and that is when costly mistakes happen. These come up again and again:
- Assuming the brand means approval. As the Bahria Enclave entries on the CDA register show, approval can differ from one phase to the next.
- Buying files in a new phase as if they were plots. A file without a plot number, in a phase that is not yet developed, carries far more risk than a plot in a settled block, whatever the name on it.
- Falling for look-alike names. Schemes with names similar to famous projects, or that advertise themselves as being “near” one, are not part of them. Some are on the CDA’s illegal list.
- Ignoring the cost and time of building. Construction approvals, boundary walls, utility connections and the house itself can cost more than the plot. Budget for them before you buy.
- Judging by the model house. Show homes and main boulevards are the best part of any society. Walk the street where your plot actually is.
In the Bahria Enclave vs Park View City decision especially, the most useful hour you can spend is a site visit to the exact block, followed by a check of the CDA register.
Questions to ask before you choose
- Which exact phase and block is this plot in, and what is its status on the CDA register or with DHA?
- Is the plot inside the approved layout plan?
- What is the development status of this block today, not of the society as a whole?
- What are the maintenance charges and the transfer fee?
- How long would the commute be at rush hour?
- How quickly have plots in this block resold in the last year?
Frequently asked questions
Is Park View City approved by the CDA?
Yes. The CDA register lists Park View City Housing Scheme with both its layout plan and NOC approved. Check that your specific plot falls within the approved area.
Is Bahria Enclave legal?
Parts of it have issued NOCs, while Bahria Enclave Phase-I Housing Scheme is listed with an approved layout plan but no NOC. The answer depends on the phase, so check before buying.
Does DHA Islamabad need a CDA NOC?
No, not for its own phases. DHA is a statutory body under the DHA Islamabad Act 2013. Joint projects, such as Margalla Enclave with the CDA, have their own arrangements.
Which is the best investment?
There is no single answer. DHA usually offers the easiest resale, Bahria Enclave mature infrastructure in parts, and Park View City a newer approved scheme. The right choice depends on your budget, timeline and whether you plan to live there. For the Bahria Enclave vs Park View City question specifically, the phase and block matter more than the brand.
