Driving licence in Islamabad 2026: learner permit, test and renewal step by step

From learner permit to full licence in Islamabad: the DLIMS portal, the 42-day wait, the test, online renewal and how to get an International Driving Permit.

Getting a driving licence in Islamabad is now largely an online process. The Islamabad Traffic Police (ITP) run a system called DLIMS, the Driving License Information Management System, where you can apply for a learner permit, book appointments, renew a licence and download a digital copy. You still have to pass a test in person, but far less time is spent in queues than a few years ago.

This guide walks through the steps from learner permit to full licence, explains renewal and the International Driving Permit, and covers the mistakes that send people back to the start.

Who can apply in Islamabad

You apply to the Islamabad Traffic Police if you live in Islamabad Capital Territory. Your CNIC needs to show an Islamabad address, either permanent or temporary. If your CNIC shows an address in Punjab, Khyber Pakhtunkhwa or elsewhere, apply through that province’s licensing system instead.

You must be at least 18 for an ordinary car or motorcycle licence. Licences for commercial and heavy vehicles have higher age requirements and extra conditions.

Step 1: apply for a learner permit

Everyone starts with a learner permit; you cannot apply directly for a full licence. Apply through the ITP DLIMS portal using the option to apply for a learner permit. You will need:

  • your original CNIC with an Islamabad address;
  • a recent photograph;
  • a medical certificate where your licence category requires it.

You may be asked to pass a short test on road signs and traffic rules before the permit is issued. Learn the common signs beforehand; it is the easiest part of the process to fail through lack of preparation.

A learner permit is valid for six months, and you can renew it if it runs out before you pass your test.

Step 2: practise for at least 42 days

You must hold the learner permit for at least 42 days before taking the driving test. During this time you may only drive with a licensed driver sitting beside you, and you should display an “L” sign on the vehicle.

Use the six weeks well. Practise in different traffic conditions, at roundabouts, on the Kashmir Highway or Srinagar Highway at quiet times, and parking in tight spaces. Most test failures come from nerves and poor observation rather than not knowing how to steer.

Step 3: take the driving test

Once the 42 days have passed, book a test appointment through DLIMS. The test has two parts:

  • A theory or computerised test on road signs and rules.
  • A practical road test, where an examiner watches you drive, park and follow instructions.

Arrive early with your CNIC and learner permit. Bring a vehicle in good condition if the test requires it, with working indicators, lights and mirrors.

Step 4: receive your licence

After you pass and pay the licence fee, your licence is processed. ITP also offers a digital e-licence that you can access through DLIMS and the City Islamabad app, which is useful if you leave your card at home. Keep the physical card with you when driving, as traffic police can ask for it.

Licence categories

A driving licence in Islamabad is issued for specific categories of vehicle, and you need a learner permit for each category you want. The main private categories are motorcycle and motor car or jeep. Commercial categories, such as light transport vehicles, heavy transport vehicles and public service vehicles, are professional licences with stricter requirements.

Many people apply for motorcycle and car together, which saves a second round of appointments later. Check the categories carefully on the application form, because adding one afterwards means starting a new learner permit for it.

Preparing for the road test

Examiners look for safe, predictable driving rather than perfect technique. A few habits make a real difference:

  • Check your mirrors before every turn, lane change and stop, and make the head movement obvious.
  • Use indicators early and every time, even in a quiet test area.
  • Keep both hands on the wheel and a steady speed within the limit.
  • Stop fully at stop lines and give way to pedestrians.
  • Practise reverse parking and parking in a marked bay until you can do it calmly.

If you fail, the examiner will usually tell you why. Practise that point specifically and book again; failing once is common and does not count against you later.

Fees

ITP charges separate fees for the learner permit, the licence for each vehicle category, renewal, duplicates and the International Driving Permit. The fees were revised in 2026, and figures quoted on unofficial websites are often out of date. Check the current fee schedule on DLIMS before you pay, and pay only through the channels it lists.

Renewing a driving licence in Islamabad

You can renew a licence issued in Islamabad online through DLIMS, using the option to apply for licence renewal. Renew before the expiry date: driving with an expired licence counts as driving without one, and late renewal can bring extra charges or require you to visit in person.

If your licence was issued in Punjab, renew it through Punjab’s own DLIMS system instead.

Duplicate licence

If your licence is lost or damaged, apply for a duplicate through DLIMS or at the ITP licensing office. Your record is held digitally, so you do not need to take the test again.

International Driving Permit

If you plan to drive abroad, you will usually need an International Driving Permit (IDP) alongside your Pakistani licence. In Islamabad, IDPs are issued by the ICT Administration. According to its official page, you need:

  • your original Pakistani computerised driving licence;
  • your original valid passport with a valid visa for the country you are visiting;
  • your original CNIC.

At the office you take a token, your data is entered, your biometrics and photograph are taken, and you pay the fee. You collect the permit on the date shown on your receipt, and you can check its status and verify it through the City Islamabad app.

An IDP is only valid together with your Pakistani licence, so carry both when driving abroad.

How to verify a licence

DLIMS has options to verify a driving licence and a learner permit. Employers hiring drivers, and people buying a car through a driver, can use these to confirm that a licence is genuine.

Never buy a licence through an agent

Offers to “arrange” a licence without a test still circulate. A licence obtained this way is invalid, using it is a criminal offence, and it can leave you uninsured if you have an accident. Apply yourself through DLIMS; the process is straightforward and the official fees are modest compared with what agents charge.

Driving without a licence

Islamabad’s Safe City cameras and traffic police checkpoints make enforcement routine. Driving without a valid licence leads to a fine and can lead to the vehicle being impounded. Our guide to e-challans in Islamabad explains how camera fines work and how to pay them.
